KB4517389, which was recently shipped to the general
consumers with security fixes and printing improvements, also
breaks down the Start menu with a critical error.
Relatively, the October 2019 update for Windows 10 version 1903
has fewer issues and provide flawless experience on the
majority of devices, but the Start menu is still experiencing

updates and we have come across reports that users still
experience such issues after applying the patch. Windows 10’s

of Windows and sign in again, but signing back does not resolve
It’s worth noting that this issue is reminiscent of two
September patches that also broke the Start menu on Windows 10
version 1903 (May 2019 Update) computers.
In an update to the community
forum, a Microsoft employee has finally confirmed that the
Redmond firm is aware of the issue and a fix will be rolled out
by the end of October.
“We are aware of this issue and estimate a resolution to be
released in late October,” a Microsoft engineer said.
Microsoft hasn’t documented this on its support pages, but it’s
possible that the support documents will be updated with more
details in a few days or a week.
According to an old post on Microsoft’s support dashboard,
Start menu issue is not significantly impacting a large number
of users and the company is monitoring the reports of the

A source, who wished to remain anonymous, also told us that
Microsoft is actively investigating the broken Start menu issue
reported by a small number of users.
Microsoft says it’s not aware of any other issues hitting
Windows 10 KB4517389.
